Ying Liu, Ph.D.

I am an Assistant Professor of Public Administration in the Department of Political Science at the University of Rhode Island. I received my Ph.D. from the School of Public Affairs and Administration (SPAA) at Rutgers University in May 2026.

My research interests include public and nonprofit management, social equity, human resource management, and local governance. My dissertation examines how women’s representation influences public organizations and policies. Committed to mainstreaming gender issues in public and nonprofit administration, I am currently exploring topics such as representative bureaucracy, gender-responsive budgeting, gendered employment, and women’s organizations.

My work has appeared in journals including Public Administration Review, Policy Studies Journal, Review of Public Personnel Administration, and The China Quarterly.
